MH is Maharashtra, 01 is the RTO code for Mumbai (Central). MH-02 is Mumbai West, MH-12 is Pune, etc. The number after the state code identifies the specific RTO office where the vehicle was registered.
Number plates reflect the RTO of original registration, not current location. If you buy a used car from another state, you can (and often should) re-register in your home RTO.
Bharat-series (BH) is for central/state government employees, defence, and PSU employees transferable across states. Format: YY (registration year) + BH + 4 digits + 2 letters. No state code needed — valid everywhere in India.
